James Philip Bruce

The Bruce family is deeply saddened by the death of James (Jim) Philip Bruce, but they are also proud and amazed by their loving great grandfather, grandfather, father and husband for a life well lived – a life of consequence and unconditional love.

Jim died peacefully, on August 23rd in his home with wife Ruth (née Richardson) at his bedside along with two of his four children, after living many years with Inclusion Body Myositis (IBM).

A bright and accomplished Canadian, he was dedicated to his family and the environment throughout his life. Jim was born in Toronto, to Peter and Winnifred Bruce and is predeceased by his sister Marnie Bruce. He leaves behind his lifetime companion and loving wife, Ruth; his caring children Peggy Marcoux (Paul Marcoux), Peter Bruce (Barbara Soyka), Connie Bruce (Kearon Bennett) and Cathy Bruce (and Paul Armstrong) along with 8 grandchildren: Bruce (predeceased), Anique, Serge, Loïc, Sarah, Connor, Devon, Patrick as well as 7 great grandchildren. Ruth and Jim were married 77 years, a testament to their love and their shared life experiences in Canada and around the world. The family enjoyed many holidays together at Balsam Lake, Mont Ste Marie and throughout Europe. Jim and Ruth travelled the world in conjunction with his work and also for pleasure with friends and family.

As an accomplished pianist, he had a deep love of music, from jazz to classical, which was a constant in his life and an ever present source of enjoyment. He played organ and piano for church choirs as a young man and through adulthood playing for family and guests at home – especially at Christmas celebrations.

He completed an undergraduate degree and MA Physics at the University of Toronto, and began work as a meteorologist. His career included many accomplishments both nationally and internationally. He was the first director of the Canada Centre for Inland Waters in Burlington, Ontario. He was also co-chair of the International Joint Commission, Great Lakes Research Advisory Board and Water Quality Board (1972-1978). Jim retired as the Assistant Deputy Minister of the Atmospheric Environment Service at Environment Canada in 1985, then continued to work for three years in Geneva, Switzerland as Director, Technical Cooperation and Deputy Secretary General of the World Meteorological Organization. He was instrumental in initiating the first meeting of the Intergovernmental Panel on Climate Change (IPCC).

In recognition of his expertise, influence and environmental protection efforts, Jim was recognized with the International Meteorological Organization Prize (1994), the Massey Medal (1995), two honorary degrees (McMaster and Waterloo) and was named an Officer of the Order of Canada and Fellow of the Royal Society of Canada, both in 1997, as well as being a member of the IPCC delegation in Norway for the Nobel Peace Prize in 2007. As a final contribution to science, Jim’s body was donated to the University of Ottawa for research.

Celebration of Life to be held at Tubman Funeral Homes, 3440 Richmond Road, Nepean, on September 12, 2026. Visitation from 10am until service at 11am, with a reception to follow. In lieu of flowers, donations can be made to an environmental charity or organization of your choice.
