William McClelland Biggs III passed away at the age of 79 on July 3, 2026 in Ottawa, ON, after resiliently facing cancer for over three years.
Bill was born in San Francisco on July 29, 1946. He is predeceased by his mother, Emma-Lou, and father, Gilbert. He is survived by his beloved partner Hedy; his sisters Vicki and Mary; his former wife, Eileen; his children Billy, Diana, Michael, Catherine, and Alex; and his grandchildren Theodore, Julian, Isaac, William, and Ava.
Bill grew up in California and attended UC Santa Barbara before living in South America, where he taught English. Bill studied law at Dalhousie University, was called to the bar of Nova Scotia in 1978, and received a Master’s in Public and Private Management from Yale University. After working as a lawyer in Nova Scotia and relocating to Iowa, Bill settled in the Ottawa area, where he worked as a consultant for the federal government. His family extends their sincere gratitude for the compassionate care he received from the teams at the Irving Greenberg Family Cancer Centre, Queensway-Carleton and Saint-Vincent Hospitals, and the Ruddy-Shenkman Hospice.
